The Blubber Bubbler is found nearby the long stretched island southwest of the beach leading to the Skull Mountain, so that means west of the Summerlands continent. Storm-based attacks are particularly helpful in the fight; stay away from water tricks.
Defeat it and you'll complete the bounty hunt, return to the Swift Solutions to claim your reward.
