The Sky Pirates are the sky counterparts to the aquatic Pirates and Bandits of the land. Unlike the their counterparts, the Sky Pirates are allies to the protagonist.
In Ni No Kuni II: Revenant Kingdom a small tribe of rogues native to Cloudcoil Canyon, they are Tani and Batu. In the past, they were known as Air Raiders, infamous for kidnapping children for slaves. During the height of their power they were formidable, they took slaves and they kept the wyverns at bay. That all changed after Martha used her higgledies to defeat them and free the slaves.
